Carolyn Cooper

Carolyn and her husband Ned have lived in Winter Park for over 20 years and raised 3 of their 5 children here. She was first elected to the city commission in 2010 and is now serving her third term.

Carolyn gained an understanding of land use planning from her service on Winter Park’s Planning and Zoning Board and the Comprehensive Plan Task Force.

As a member of the Florida League of Cities (FLC) Tri-County Board of Directors, Carolyn was recruited to advocate in Tallahassee on behalf of Florida’s 400+ cities. Carolyn received the FLC Home Rule Hero award for her tireless efforts to represent municipal issues.

Carolyn honed her skills as a member of Martin Marietta’s Space Shuttle Ground Support negotiating team at Vandenberg Air Force Base in California and later as Director of Contracts for Martin Marietta Data Systems headquartered in Bethesda, Maryland.

Carolyn earned a Masters in Systems Management from the University of Southern California, a Masters of Guidance and Counseling from Troy State and an undergraduate in Business from the University of West Florida.

Carolyn is committed to inclusive and transparent government and to safeguarding green space as our community continues to grow.
